The service employees are very much eager to get promotions when their promotions are due, they are generally allowed on the basis of the assessment of individual performance report. The honesty, integrity, sincerity are the bench mark for the promotion of an individual.All stake holders of the administration are keen to follow the basic guide lines for promotion.. .


Promotion is the raising up to higher scale from lower scale.It may be defined from up -liftment of one basic post to next higher post. Generally scale promotions are allowed by the head of the department, but in the promotion of higher posts, the public service commissions are the competent authorities to accord promotion to the incumbents concerned on the basis of their performance in the interview board. Promotion can not be claimed as a matter of right in the service career. But it is a fact that whenever a person enters into service,it is his /her expectation that the person will get the promotion. Generally the service rules lay down the basic principles.In accordance with such principles , he/she will get the promotion throughout their service career,provided they maintain uniform good service records and honesty, integrity.Under no circumstances shall the service record be jeopardised and damaged.The new entrants in the service are given training so that they may get trained and become thorough about their new assigned job. After thorough training their duties are allotted to them to perform independently.Gradually they will be accustomed to their assigned job. After a considerable time, they will be considered for promotion

Basic criteria for promotion

The basic criteria for promotion in respect of all grades of employees including officers are as follows.1) to prepare yearly annual performance report . It contains all parameters required for the assessment of individual career.,on the basis of which individual assessment is made. The departmental officers are responsible for drawing up individual performance report in respect of the employees who are working under his control, The officers should be impartial and honest while drawing up individual assessment of the employees so that the employees may perform their duties sincerely,honestly and efficiently Similarly the officers may discharge their duties properly.Promotion is the only route through which every employee and officer may get their due promotion,thereby strengthening the public administration. If the system of promotion gets disturbed midway,the entire administration may be collapsed. So ,to tone up the administration promotion is urgently required for its implementation. Hence all stake holders have its own responsibility to abide by the basic principles of service rules. If it is followed rigidly ,then there will be no resentment wthin any corner..Promotion can encourage all concerned . to proceed further in the process.
